  • 4812 開: A GENERAL OVERVIEW TO PRESENT (this writer’s experience)

Since late 2005 communications technologies and surveillance capabilities (1; 2; 3; 4 NON-LETHAL / PSYCHOTRONICS / KUCINICH BILL HR 2977)  have been used by people unknown, resulting in invaded privacy (6) of, and use of family, friends, among others. Neurologically based technologies (weapons systems) and US Military grade technologies of surveillance have been used to plan and commit, in ongoing fashion, the following: 

• grand and petty theft, despoiling 
• surreptitious drugging( for criminal actions) 
• acute and chronic noise using neighboring apartments
• intrusive behaviors public spaces, and stalking (16.) 
• staged deceptions, trick, commit malicious acts
• medical fraud and abuse
• medical and counseling obstruction  
• sexual harassment, sexual denigrations (18)
• Nonconsensual use of technologies (1.): remote neuromuscular electro-stimulations (post no. 3 below ); altering brain states; around the clock surveillance and monitoring 
• Obstruction of Justice (17.)   

The cover used to conduct this operation through informing and using family, friends, businesses, property owners and management is uncertain. The cover used by the people doing this, and intended for the victim (this writer) is gang stalking (13;  or Google search).

The people doing this have adversely affected work, study environments, disrupting social-familial association, and professional services. Seamlessly in places over long distances.  Major transit, airports, airplanes, destinations and lodgings. This fact reveals something real, heavily funded, and extensive. Communications and associations with people known anywhere, and using methods such as phone, e-mail, are obstructed, or exploited beforehand.

Torture (5.) and harassment (7.) has been conducted  and continues (see: 02.2.10 (Electro-stimulation) ).

Exercises by people using classified military grade technologies and weapons systems infrastructures (14.) of the so called non-lethal categories (1.) for so called mind control experiments have been highlighted and studied by a number of professionals within varying respected fields ( see 2; 8; 9; 10; 11). These exercises are referred to by some of the noted authors of the publications in the footnotes as EXPERIMENTS, illegal human testing through use of mind invasive technologies (10.). The Pentagon and military infrastructures are being used on this writer ( 14.) 

Evidence is more than abundant, though isolation, obstructions, continued unwanted attention from surveillance and technologies leads to a controlled operation that victimizes, with no recourse. Conclusions from this writer’s experience, partly related here, may lead to something other than the word “testing”. The criminality, cruelty, and illegitimate attention afforded to conduct such behaviors (see Noise and present; Pathology and Living Space) should indicate a perverse culture within the operation. Carole Smith’s article (10.) more than attests to this. She states in her 2003 article “Although forced entry into a mind is by definition obscene, an abbreviated assessment of the effects that mind-invaded people describe testifies to the perverted nature of the experiments.  Bizarre noises are emitted from the body…. pressure on the bowel and bladder causing incontinence; tingling in the fingers, feet, pressures on the heart, on breathing, dizziness….( 10. Legal help has been sought and enquired after. Attempts have been made to bring this criminal activity to the attention of authorities within law enforcement and justice.

The unfortunate obstruction, and sometimes exploitation of such entities and agencies of law and justice have been noted, and detailed to some extent elsewhere on this blog. It attests to some noteworthy conclusions concerning the US Departments of Defense and Intelligence. They allow people to operate illegitimate highly criminal operations using military infrastructures of surveillance and non-lethal weapons systems, paid for by the American tax payer, private enterprises, and black budgets of the Pentagon (15. ).    Thus stated the  experiences that have promoted the creation of this blog may be understood after reading from a Sonoma State University Study (2006). To quote from that study,  ”In the 1950s and 60s the CIA began work to find means for influencing human cognition, emotion and behavior. This research has included the use of wireless directed electromagnetic energy under the heading of “Information Warfare” and “Non Lethal Weapons.” New technological capabilities have been developed in black budget projects1 over the last few decades— including the ability to influence human emotion, disrupt thought, and present excruciating pain through the manipulation of magnetic fields. The US military and intelligence agencies have at their disposal frightful new weapons that have likely already been covertly used and/or tested on humans, both here and abroad….” ( footnote 2. Detailed Notes of Experience

Daily over 4 years, rented residencies, private homes of family members, libraries, churches, public and businesses and at places of employment, such as an education program for grade school children, all have been environments for this operation. 

Knowledge of this writer’s movements, destinations, plans are used to organize intrusions, scripted associations, in businesses, or anywhere. Theft has been common now over five years.

Directing behaviors and actions use families, teens and children perhaps without consent of parents, professionals, store owners, etc. Behind the scenes, groups and individuals, services, employers, local law enforcement, doctors, and municipal workers and vehicles. (see footnote 12). A perpetual state of anxiety or annoyance is sought by way of directed intrusive behaviors in public and private, tampering with backpack to petty theft and cutting of hair from behind, as well as scripted associations with intent to mislead, harm, annoy, harass, condition.

Despoiling in current residency (“to strip of possessions, things of value etc.; rob; plunder; pillage”) took place in several episodes over several months, and petty tampering and theft has been continuous. The results are lost items by the hundreds, indiscriminately taken as well as guided for cruelty and maximum loss. Everything from class notebooks, copy prints by the stacks, to photos, post cards, contact info, clothing books, compact discs, work and study related supplies, program guides to concerts, etc. Unknown people using keys to enter rented space when writer is not home, has been continuous since 2005. More recently vandalism to clothing resulted in unstitching   pants, huge holes cut in newly hand washed shirts (4/08), wearing or cutting of knees of pants. Conclusion: no right to domicile for 5 years, attentive attention to living space by trespassing and technologies of surveillance.

Medical bill accumulation, and discrediting the mental health status of this writer was planned and organized, and involved hospitals in 3 states.  No mental health problems ever before, forced into psychiatric wards for abuses, medical bill accumulation, sapping of resources, and debt. Prior to 2006, no debt, no mental heath issues. Prior to 2005, no thefts ever, save for $30 walkman in mid 1990s. This financially traumatizes the victim, creating financial trouble out of thin air.     

Hospitalized through coercion and threats, so this writer endured an outside source directing doctors, patients, staff to exhibit unwanted behaviors, false mental evaluation, and at times led this writer to believe of some ’investigation’. No medical attention was given, pills in two different states given on first night of visit, resulted in violent outburst next day and an involuntary status (for one with no insurance) just accumulated bills and debt. Now prescribed medication (for anxiety) is stolen repeatedly (6 mos.), and replaced, with inactive pills. This medical attention was sought in April of ‘09 after months of chronic noise harassment (protracted torture) in residency.

3. Dennis Kucinich The Space Preservation Act, ban on ”weaponizing space”. Dennis Kucinich introduced a bill, HR 2977, to the house, in 2001. It acknowledges the existence of space based weapons that are capable of affecting the mental health of persons on earth. 10. Carole Smith, a psychoanalyst by training, addresses her article (linked below) to professionals within the fields of medicine, neuroscience, and psychiatry, though the article is accessible to the lay reader. 11. Colin A. Ross, MD, with from FOIA released documents has written a book that exposes what is still on record of human rights atrocities that were sponsored with CIA and military money. 12. The direction of individuals and groups, businesses, services, medical and educational centers, family and friends in scripted associations that all share similarity. They are and will be perceived as unwanted attention, dehumanizing, threatening. Resulting in isolation, tricked associations for crimes, and feelings of being of perpetual falsely accused for any number of social deviance. There are signatures to the behaviors intended for this writer to become aware of the presence of people either being directed, or put there for direction (strangers). Repeated grunts, coughs (unnatural), repeated themes, or otherwise benign stimuli this writer has been conditioned to through repetitive fashions in institutional, family, social, public setting.    
13.  Gang Stalking / Covert Harassment, covers for military / CIA operations using criminal measures to use technologies this and possibly other civilians.  The sites on the internet concerned with so called gang stalking/covert harassment/target individual (Google search these words) do depict some of what transpires on a day to day basis, to subjects undergoing harassment and covert torture, within CIA-US military’s testing of these technologies (1.), but the mere number of sites, as well as the fiction that states these operations are a growing sociopathic phenomena, is indication that these sites aim at covering the reality, as well as capturing the attention of unwitting non-lethal surveillance subjects. That number of real victims is certain to pale in comparison to the number of people on forums and the internet that claim to be TIs (target individuals) of gang stalking. Furthermore,  the claim by some of these sites is that groups of criminals with portable energy weapons is based on a growing criminal enterprise, that do this for hire (retribution; wrong place wrong time; whistleblowers; witnesses to criminal activity). Also, the idea of community policing (http://www.gangstalkingunited.com/) is wrong, as much of what happens in the experience thus stated above, involves malicious and criminal acts such as drugging, grand theft, and even physical violence. All such websites are perhaps only happened upon by the few victims of this human atrocity and experimentation using US military grade ELF surveillance and electro-neurological technologies.

HAARP, High Frequency Active Auroral Research Program, is basically a very large radio transmitter ( HAARP’s webpage: http://www.haarp.alaska.edu/ ). quote: “These techniques can be applied to a system of surveillance for both defense and civilian purposes, in which the U.S. Air Force can then deal more effectively with such things as terrorist groups and crowd control. U.S. Air Force documents revealed that a system for interrupting and exploiting human mental processes through pulsed radio-frequency radiation over large geographical areas is feasible and desirable. Interference may be with the work of police, investigators, regulatory agencies, prosecutors, or other (usually government) officials. Sexual Denigration: This has included the following: people unknown but consistent source in places over long distances; the use of slander to denigrate and falsely portray (misrepresent) sexual identity (and conduct) in differing settings and environments; subsequent to slander the directing planned, staged and scripted behaviors (harassment) all done in social, family, public, and institutional settings for more than 4 years. CIA and Domestic Victims

Deborah Dupre (1), a journalist active in human rights, who in addition to published works, is a contributing writer for Examiner (http://www.examiner.com).

Several articles (2.) written for examiner.com by Ms. Dupre relate directly to the topic of the misappropriated access to non-lethal neurologically based technologies (weapons systems) by individuals who are committing grave and gross human rights violations. Though this writer can confirm no other victim of such exercises, confirmation can be found in a Sonoma University report (2006), published and found on the internet. That report’s title is US Electromagnetic Weapons and Huamn Rights (4. see page 38 on PDF link below).  

To quote from an article written for examiner.com last August: 

Rudimentary data about self-identified targeted individuals (SITIs) plus anecdotal reports indicate that since 2001, an influx of innocent, injured citizens have been lodging complaints with law enforcement; national and international human rights organizations; elected officials; and media about their experiencing covert, cruel and inhumane treatment.

SITIs consistently report experiences reflecting mind-control tactics in their communities: for example “extreme” stalking (J. H. Kamphuis and P. M.G. Emmelkamp, Stalking — a contemporary challenge for forensic and clinical psychiatry, Department of Clinical Psychology, University of Amsterdam, The Netherlands, The British Journal of Psychiatry (2000) 176: 206-209) [ footnote below 3.], forced isolation and noise campaigns  that completely remove their ability to predict the future.  This type of torture creates dependence on others, a helplessness. 

SITIs claim being covertly tortured in their homes and communities.  They are broken individuals. Many were respected, well-paid professionals before their experience.

The first paragraph of the article quoted above makes reference to Blackwater-CIA connections, and as stated “an influx” of reported claims by individuals of being victimized with similarities to what is presented on this blog.

There are strange references to microscopic technologies of surveillance, and references to popular music, but if one simply goes on the technological capabilities presented by professional researchers (found linked on this blog), there is no need for such microscopic devices. This seems to be stated to mislead and make paranoid any victim of this who may read the text.

What is fact and can be referenced with this blogger’s experience are the uses of what may or may not be undetected influence of thought depending on the applications. This is termed post-hypnotic suggestion. Also, sleep deprivation, bodily sensations (pressures; tingling) derived from RF or pulsed microwave (non-lethal weapons application:) and the applications and use do fit experiences referred to by victims. The fact that this technology exists, and that there are victims as well as more and more respected professionals referring to this topic, the technologies, and the misuse, one ought to think about the hidden mechanism of control that these technologies may be already exerting in the world. Ethical consideration have fallen from these technological advancements and weaponization of neurology. This is a stricking difference from that of nuclear technologies, and this is the case due to the Pentagon’s control of the media, as well as the control of any victim’s communication, social life and elemination of the victim’s first amendment right, that of free speech. There is disinformation on the internet, as well as phoney theorists who declear that there is a one world government in the making. The reality of hidden atrocitites and crimes coming from the Pentagon and US intelligence (CIA, other) are mixed with a realm with UFO hype, victims by the hundreds claiming that the Mosanic Temple or the Free Masons are gang stalking them, as well as 1000s mind control victims world wide that are very difficult to confirm as authentic or not. That is disinformation, in the face of a growing threat to liberty. That threat has been referred to by the European Parlaiment:

If one were to substitute NSA with CIA, and disregard the more outlandish portions of the text NSA Mind Control (5.), much is what can be confirmed as possible. There much of what the technological capability stated in the text NSA Mind Control can be seen as possible when referring to the following:

Robert O Becker states in his 1985 book The Body Electric that  ”Eventual monitoring of evoked potentials from the EEG, combined with radio frequency and microwave broadcasts designed to produce specific thoughts or moods, such as compliance and complacency, promises a method of mind control that poses immense danger to all societies-tyranny without terror.” (Becker, pg. 320). Early research, such as the aforementioned, funded by CIA money during the 50s, 60s, and 70s, has, according to works cited here (footnotes *** Begich; 4. Phillips, Brown, Thornton), evolved into extensive research into manipulating, or, as some say, controlling, the human mind, human behavior, as well as allowing remote access to interfere with the human organism’s physiology, negatively. Among the numerous researchers, and their finding, since as early as the 1960s, Ross Adey, one who received CIA funding, found that modulated microwaves manipulated in diverse manners, could effect or cause ’specific electrical patterns’ within the human brain, and that within subjects, responses representing conditioning, could be “enhanced by shaping the microwaves with rhythmic variation in amplitude corresponding to EEG frequencies.” (Becker 319). What this means is that as early as the 1960s, research proved that remote influence of human thought and emotion was more than possible. By the late 1960s and early 1970s, it was being done. This short BLOG ENTRY simply ties a few variants of this writer’s life and current situations (personal and national) together, with reference to a former professor from undergrad who strove much of his adult life to grapple with the atrocity of the NAZIS, and this writers own route through the deceptions on the internet to actual facts regarding the technologies, and US history mingled with Nazi science. 

Please allow this blogger to first begin by stating the reality that this writer can conduct himself in a coherent and polite manner with uninformed people as well as within informed environments, and is liked, attests to this writer’s mental health as being ‘ok’. Thus stated, PTSD and other maladies due to inflictions from all stated on this blog are certain to be identified, if ever able to get an unobstructed diagnosis from a practicing psychologist or psychiatrist.  

In the net of daily afflictions and under another pseudonym, this blogger (1.) has presented lay research, research out of the field of training. This lay research and reading having results that have drawn on scientific articles, academics and scholors, and specialists. Conclusions are frightful, though the route travelled to such a point thus causes 4812 開   to write off the grossly overstated victimizations found on the internet,  from gang stalking to mind control, as a fiction (footnote 3). To what extent the victimization is cannot be assessed by way of searching the internet for victims. Such a mass operation that includes 1000s of victims nationally would overload to an extent the local police, as police in all locations that 4812 kai has been in have all been obstructed, and made to violate oaths by sometimes acting for this criminal operation, in intimidations, false arrests, and surveillance aided (directed) stalking.

TODAYS WARS (and what is absent in the ethos of the american people today)

John Pilger (http://www.johnpilger.com/) estimates that about 1 million Iraqis have been killed as a direct result of, as well as fall out from (sectarian violence) the US invasion of Iraq. Is this not GENOCIDE? Are we like the Germans of Nazi German, killing people who are different? It is ok to bomb these people, kill innocence, for they do not look like us. They have different values, customs, economies, histories. I would say that there is a huge moral deficit in the ethos of America. That is my argument.

What are the numbers? As Americans eat popcorn and sat on couches, glued to the first night of bombing of Bagdad in 2003, did they ever think of what it might be like to have this happen to one of their own cities?

Are we thoughtless, cruel, crippled morally? Does Hollywood desensitize us to violence thousands of miles away, but bought and paid for by our defense budget (tax payer dollars)?

What is going on? A people fed lies, pacified by television, consumerism, and never taught to think critically.

Noam Chomsky, Howard Zinn, seem to become literature for a cultivated sector that considers itself liberal leaning, and critically postured, by one man, their words are isolated in a niche market of readership. Bill Moyers is another important figure in this equation that I would see as the amorality of the ethos of America.

Monitor Aided Stalking / Harassment in the News

An interesting and revealing article is found on Spectrum IEEE magazine’s website. IEEE (Institute of Electrical & Electronics Engineers, Inc), an association of scientists and specialists in technologies.  The article is entitled Stalked by Satellite, An alarming rise in GPS enabled harassment (1.).  Albert Belle, American baseball celebrity, was arrested for stalking a former girlfriend, using GPS (Global Positioning System), by mounting a tracking device for that system under her automobile. According to the article, this phenomenon is a growing menace.   

This is the closest thing to what this writer has experienced that civilians may encounter. Pinpoint accurate monitoring facilitates the organization of people locally to arrive at my destinations prior to, or while at them, for thematic serial stalking, scripted associations both direct and indirect, people the venue with mostly informed individuals for stealing from backpack, cutting the back of my hair, or in some circumstances, attempts to manipulate into association for malicious goals. This type of tracking goes far beyond GPS and includes the monitoring and manipulation of brain states, and data collection from cognition (2.).  

The ethical issue here goes beyond the violation, continually, of this individual, but includes the use of average citizens to perform such, corrupting spaces of businesses for the purpose of conducting unwanted or deceptive acts and behaviors to theft. But with the growing number of people becoming victim to such things as GPS aided stalking and harassment, the ability to intrude into another persons space, private life, and continually track them may bring to light some of the more obvious detrimental misuses of technologies, that only touch the tip of the iceberg regarding the misuse of non-lethal neurologically based weapon systems and RF surveillance technologies that this writer is a victim.

The story broke national news of 9 teenagers arrested due to the harassment and bullying resulting suicide of a girl classmate. “Nine teenagers have been charged in connection with the death of a Massachusetts teen who committed suicide in January after being bullied and abused in school and on Facebook. The charges include statutory rape, harassment, and violation of civil rights. Phoebe Prince, 15, who had recently moved to the US from Ireland, was a freshman at South Hadley High School. A teenager’s short lived endurance of harassment and peer bullying, she is perhaps just one that made the news.    

The daily intolerability of residential rented spaces, people, public spaces, businesses, professionals, and the intolerability of my human body due to uses of (remote) neuromuscular electro-stimulation (Google this) described in this blog eventually could lead to a number of things depending on the individual. Those include suicide, uncontrolled aggression; retaliation; controlled unbearable tolerance. All result from what this writer sees as psychopathic and anti-social behaviors, all with intent.

Much literature can be found professionally researched on psycho-pathy, such as Dissociation in Masochism and Psychopathic Sadism by Elizabeth F. Howell, Ph.D. and educator from NYU. Others, both trained in psychology, and those who have not, but have been outspoken about the psychopathic elements displayed within our military and intelligence establishment. To quote from one professional source “The psychopathic personality appears to be shallow, flat and lacking in sufficient inner and outer control to warrant normal behavior. The psychopath lacks adequate intellectual depth to personally…..(The Psychopathic Personality, by Keith Heuser, American Journal Psychiatry 103:105-112, July 1946 ).

Though beyond the scope of what I plan to write here, it should be researched with an open mind how technologies, the studied effects of trauma and personality can make for mass killers. This technology’s known effects are noted by scientists and researcher, and known first hand by this writer. It is not out of the realm of possibilities to venture to think that some mass shootings may have roots within operations using RF remote surveillance and neurologically based non-lethal weapons. Induced VIOLENT rages due to chronic noise or neurological effects from EM technologies, harassment and isolation can all be covered by the law enforcement that plays second fiddle to the psychopaths controlling these operations.  

First hand knowledge of associations concerning questionable people and someone who has had an instrumental role in allowing for the operation that this writer is more than aware of, along with what is known as historical fact regarding the history of extensive CIA funding for experiments that used of innocent people (1, 2, 7) the conclusions simply lack hard evidence, a court trial etc.. Psychopaths kill and torture endlessly, they also rape. CIA operations however outsourced are psychopathic. As Elizabeth F. Howell states in her book The Dissociative Mind (Routledge, 2005)” ..psychopathy has regressive effects in that changing interpersonal reality by deception, intimidation, and appropriation reinforces the illusion of absolute entitlement and defense of omnipotence” (Howell, pg. 249). No one questions such horrible treatment that one can partially uncover in the words found throughout this blog, and this is no grand commentary on the United States.    

One thing is certain, America is a sick place. If you counter that statement, you ought to sit with this writer, ask questions, and listen. Presented in this blog is a experiences of a living horror, perhaps bought and paid for by black budget monies from the Pentagon (see footnotes 1, 2, 3, 4), and if you are a caring and conscientiousness human, you will read on, and understand.

The brain states and thoughts of this writer are read and interpreted, and disrupted anytime and anywhere. This is how people are directed as to my location for stalking, theft, and more. My possessions are all tampered with. Anything interacted with, used, worn, listened to, or in possession of is open for destruction, tampering, theft. My blogs are tampered with (re-edits to litter with spelling sentence errors, etc.). That is a minute by minute attention, wake and sleep, that is one of the worse, but hidden hells on earth.

Atrocities are being committed within the US. There is nothing confirmable on the internet regarding this, for the internet may be used to create realities that don’t exist. It is used by criminals to deceive. This writer was misled for months by way of forums set up by criminals who have been organizing the technological assault.  Only sources from respected organizations, academics, scholars, scientists and researchers are reliable sources.

The spread of the power of the group responsible for conducting the exercise affecting this writer is great. Even a broadcast news source may be difficult to confirm as orchestrated or real (foot 6.). What would such an orchestration be aimed at? Creating the illusion of operations by renegade groups, as opposed to planned and very organized exercises that have grown out of earlier studies by the CIA (Google MK Ultra/Senate Hearings). Whether or not there are thousands of victims is a question that some authoritative body could only confirm. But with a population who has lost principles, perhaps no one will ever care enough to instigate this. Whether 100 victims or 10,000, these exercises are real, and spell a slide into an abyss the like we have not seen since Nazi Germany. This is simply true in that these technologies do present an unprecedented capability that in its current manifestation, is exhibiting unbelievable evil, the more so, because of the hidden aspect of these capabilities, and the evidence of psychopathology that is evident in the crimes done.

The fact that people in all locations since 2005 are informed as to destination and activity, must mean that sometimes daily they are aware of and know the individuals who are using this technology for 24/7  surveillance, and gaining information. No one, not even family, think of the fact that I am under 24/7 attentive surveillance as being wrong. If you are told I am going to a store, and I am going to purchase something (product) and you are to behave in a certain manner, disrupt the availability of the product, etc. than you know that the people communicating with you are committing a human atrocity on this person daily.       

More than 200 people from all walks of life locally are enrolled to go to destinations for annoyances (continuous grunts, coughs, clearing throats) as well as intend to commit malicious behaviors or act; live next door for unheard of residential disturbances 12 hours a day for months; manipulations for malicious ends; steal from backpack; cut the back of hair. There has been no end to this. More than 4 years, even in the homes of family members, acts are directed and conducted even using children. 

Libraries are places made into living hells, with amoral individuals who continually cough, use scripted gesturing, and paint America to be a most horrid and disgusting place. That the educated librarians in the library are informed, witness, and have even participated in some of what is listed above is serious, extreme and psychopathic. To no avail, people have no conscience, don’t think of the horror and awful life they continue to contribute to in directed ways. No one sees that 24/7 attentive invasion of privacy for ill as being bad?

Amorality Spread Amongst Many (the list is long) 

How about it be done to you? There is a grand moral deficit in many people, educated or not. From the drugs slipped into my food and drink to rip me off, to the scripted garbage that flaunts in front of me.

People involved in this, from West Coast to East Coast, in airports, public spaces, living arrangements (residential) show no remorse, act as if on military order, and will even communicate with the writer (this victim) after something has happened, as if nothing has happened (though both are well aware) seems something very sick, ugly, and similar to Nazi Germany, or China’s cultural revolution, but there are no political or ethnic factors in this. It is unbridled cruelty and terror.

Four years and daily, living in residential places (see Episodic Entries for recent details) and having more than two neighboring apartments used for the duration of this writer’s residency, means full time people. Surrounded by them daily, they are instructed to appear when I come and go, make annoying sounds out in the hall in front of my door, and those who neighbor my apt. make unusual chronic noise literally all day and well into the evening.

And more, most every business, eating and drinking establishment visited daily have I have been victimized in. Also bus rides, walk on the street, in every location daily I have encountered daily vehicles used, police used, fire trucks used, repeatedly stalking me, as well as cleverly planned serial stalking and harassment, as my mind is effected by neurologically based non-lethal technologies.  

This is something that more than hints at a very serious and extreme exercise, hidden with the cover ‘gang stalking’ and 100s of phony victims (only on the internet). 

Police are informed and mobilized, as well as obstructed. FBI offices when contacted by this victim are eventually informed and instructed, and if queried after something they could address, are obstructed. 

Legal and other professional help (attorney general; DA; counseling for trauma) are obstructed in servicing, and sometimes informed and directed. 

Conclusions:

There are well over 200 people locally and every business interacted with (including stores, restaurants, etc.) who are aware, used, and directed. There are individuals in this location, and locations past, that give details of my physical description (photo images), give instructions, and keep in communication with, a vast number of people (strangers, people known, and businesses). People have spent hours, either through direct association, or indirect (annoyances, disturbances, malicious act, theft) association, with instruction, communication, and intent, for malicious or negative acts, actions, or eventual criminal disruption of this writers life. This is a significant criminal (or deceptive) behavior trait found easily in many people known and not known. A list of direct (supposed friends) associations sometimes over months. That is criminal and paid for.  This writer’s long time friends have even been used for more than 4 years. Names and occurrences can easily be stated, even on the internet! Thus far I have refrained.

Examples are many, such as strangers used daily for acts from stealing things they otherwise would have no knowledge of from backpack, doing scripted acts sometimes using children that draw on themes this writer has been psychologically conditioned to. This operation is military in that even en route in airports and transit people (strangers) are used. The focus on sexuality, from themes that are presented from homosexual and sexual deviance should cause anyone to understand the sickness of this operation. I have been sexually assaulted, presented with sexually implicit harassment, picked up or approached by women who are taking direction (with negative results or for malicious ends).

Since late 2005 communications technologies and surveillance capabilities (1; 2; 3; 4 NON-LETHAL / PSYCHOTRONICS / KUCINICH BILL HR 2977)  have been used by people unknown, resulting in invaded privacy (6) of, and use of family, friends, among others. Neurologically based technologies (weapons systems) and US Military grade technologies of surveillance have been used to plan and commit, in ongoing fashion, the following: 

• grand and petty theft, despoiling 
• surreptitious drugging( for criminal actions) 
• acute and chronic noise using neighboring apartments
• intrusive behaviors public spaces, and stalking (16.) 
• staged deceptions, trick, commit malicious acts

The cover used to conduct this operation through informing and using family, friends, businesses, property owners and management is uncertain. The cover used by the people doing this, and intended for the victim (this writer) is gang stalking (13;  or Google search).

The people doing this have adversely affected work, study environments, disrupting social-familial association, and professional services. Seamlessly in places over long distances.  Major transit, airports, airplanes, destinations and lodgings. This fact reveals something real, heavily funded, and extensive. Communications and associations with people known anywhere, and using methods such as phone, e-mail, are obstructed, or exploited beforehand.

Torture (5.) and harassment (7.) has been conducted  and continues (see: 02.2.10 (Electro-stimulation) ).

Exercises by people using classified military grade technologies and weapons systems infrastructures (14.) of the so called non-lethal categories (1.) for so called mind control experiments have been highlighted and studied by a number of professionals within varying respected fields ( see 2; 8; 9; 10; 11). These exercises are referred to by some of the noted authors of the publications in the footnotes as EXPERIMENTS, illegal human testing through use of mind invasive technologies (10.). The Pentagon and military infrastructures are being used on this writer ( 14.) 

Evidence is more than abundant, though isolation, obstructions, continued unwanted attention from surveillance and technologies leads to a controlled operation that victimizes, with no recourse. Conclusions from this writer’s experience, partly related here, may lead to something other than the word “testing”. The criminality, cruelty, and illegitimate attention afforded to conduct such behaviors (see Noise and present; Pathology and Living Space) should indicate a perverse culture within the operation. Carole Smith’s article (10.) more than attests to this. She states in her 2003 article “Although forced entry into a mind is by definition obscene, an abbreviated assessment of the effects that mind-invaded people describe testifies to the perverted nature of the experiments.  Bizarre noises are emitted from the body…. pressure on the bowel and bladder causing incontinence; tingling in the fingers, feet, pressures on the heart, on breathing, dizziness….( 10. Legal help has been sought and enquired after. Attempts have been made to bring this criminal activity to the attention of authorities within law enforcement and justice.

The unfortunate obstruction, and sometimes exploitation of such entities and agencies of law and justice have been noted, and detailed to some extent elsewhere on this blog. It attests to some noteworthy conclusions concerning the US Departments of Defense and Intelligence. They allow people to operate illegitimate highly criminal operations using military infrastructures of surveillance and non-lethal weapons systems, paid for by the American tax payer, private enterprises, and black budgets of the Pentagon (15. ).    Thus stated the  experiences that have promoted the creation of this blog may be understood after reading from a Sonoma State University Study (2006). To quote from that study,  ”In the 1950s and 60s the CIA began work to find means for influencing human cognition, emotion and behavior. Detailed Notes of Experience

Daily over 4 years, rented residencies, private homes of family members, libraries, churches, public and businesses and at places of employment, such as an education program for grade school children, all have been environments for this operation. 

Knowledge of this writer’s movements, destinations, plans are used to organize intrusions, scripted associations, in businesses, or anywhere. Theft has been common now over five years.

Directing behaviors and actions use families, teens and children perhaps without consent of parents, professionals, store owners, etc. Behind the scenes, groups and individuals, services, employers, local law enforcement, doctors, and municipal workers and vehicles. (see footnote 12). A perpetual state of anxiety or annoyance is sought by way of directed intrusive behaviors in public and private, tampering with backpack to petty theft and cutting of hair from behind, as well as scripted associations with intent to mislead, harm, annoy, harass, condition.

Despoiling in current residency (“to strip of possessions, things of value etc.; rob; plunder; pillage”) took place in several episodes over several months, and petty tampering and theft has been continuous. The results are lost items by the hundreds, indiscriminately taken as well as guided for cruelty and maximum loss. Everything from class notebooks, copy prints by the stacks, to photos, post cards, contact info, clothing books, compact discs, work and study related supplies, program guides to concerts, etc. Unknown people using keys to enter rented space when writer is not home, has been continuous since 2005. More recently vandalism to clothing resulted in unstitching   pants, huge holes cut in newly hand washed shirts (4/08), wearing or cutting of knees of pants. Conclusion: no right to domicile for 5 years, attentive attention to living space by trespassing and technologies of surveillance.

Medical bill accumulation, and discrediting the mental health status of this writer was planned and organized, and involved hospitals in 3 states.  No mental health problems ever before, forced into psychiatric wards for abuses, medical bill accumulation, sapping of resources, and debt. Prior to 2006, no debt, no mental heath issues. Prior to 2005, no thefts ever, save for $30 walkman in mid 1990s. This financially traumatizes the victim, creating financial trouble out of thin air.     

Hospitalized through coercion and threats, so this writer endured an outside source directing doctors, patients, staff to exhibit unwanted behaviors, false mental evaluation, and at times led this writer to believe of some ’investigation’. No medical attention was given, pills in two different states given on first night of visit, resulted in violent outburst next day and an involuntary status (for one with no insurance) just accumulated bills and debt. Now prescribed medication (for anxiety) is stolen repeatedly (6 mos.), and replaced, with inactive pills. This medical attention was sought in April of ’09 after months of chronic noise harassment (protracted torture) in residency.

12. The direction of individuals and groups, businesses, services, medical and educational centers, family and friends in scripted associations that all share similarity. They are and will be perceived as unwanted attention, dehumanizing, threatening. Resulting in isolation, tricked associations for crimes, and feelings of being of perpetual falsely accused for any number of social deviance. 13.  Gang Stalking / Covert Harassment, covers for military / CIA operations using criminal measures to use technologies this and possibly other civilians.  The sites on the internet concerned with so called gang stalking/covert harassment/target individual (Google search these words) do depict some of what transpires on a day to day basis, to subjects undergoing harassment and covert torture, within CIA-US military’s testing of these technologies (1.), but the mere number of sites, as well as the fiction that states these operations are a growing sociopathic phenomena, is indication that these sites aim at covering the reality, as well as capturing the attention of unwitting non-lethal surveillance subjects. That number of real victims is certain to pale in comparison to the number of people on forums and the internet that claim to be TIs (target individuals) of gang stalking. Furthermore,  the claim by some of these sites is that groups of criminals with portable energy weapons is based on a growing criminal enterprise, that do this for hire (retribution; wrong place wrong time; whistleblowers; witnesses to criminal activity). Residential building

LOCATION: A building on a residential street in the current area of residency, where this writer has resided as a renter consistently in the same apartment for a period from August 21st, 2007 until the present.  30 or more rented occupancies. 3 stories, with parking lot.  By August 21st 2007 ( and up until present) the people occupying apartments, and some of their family members, and others, it can be concluded, are informed about this tenant, and the actions, or some that are being done to him. Four apartments surrounding this tenant’s apartment (reserved for this).  Protracted excessive noise; noises in front of the door; repeated entrance into flat for disturbing space and items, vandalism, grand theft; spoiling space with items to institute fears, structural damage; Use of individuals to attempt associations, social to possible criminal ends, harassment, tricks.

CRIMES / HARASSMENT (some reported) to a DA’s office, and others, include illegal cooperation with a landlord (property owner/or management) for the use of apartments to be lived in by people specifically used to give illegitimate, sometimes criminal unwanted attention to a renter.

SURVEILLANCE People with knowledge, assumed or actual, of surveillance, and or the invasive technological intrusion to every waking and sleeping moment of this tenant.  Tenants, and public in the area, know of this surveillance, and have contact with someone who gives instructions. That person(s) knows of this writer’s place at all times; planned destinations before going; planned calls before calling; backpack/pocket contents; planned purchases before purchase; sleep-wake- mood-states.   

This model above can be applied to the years 2006 to the present, includes airport intrusions during transit, all living spaces, employment, social associations, regular to irregular businesses, services used.

January 2009, two vacant residencies, one above, the other to the left of my apartment, became occupied. From the start, the above tenants were noisy, with a Chinese speaking young women always by the window talking in Chinese on cell to get my attention.   Eventually she left, and a couple by late February seemed to be consistent tenants.

To the left, there was first a middle aged guy and a teenage boy, and a dog. That changed to a different dog, a young guy and his young wife. That change happened after a month.

The building is all screwed up with tenants coming and going. That has been the case since I moved in. The apartment across the hall from me is a faux tenant simply to keep the apartment occupied with some individual who does not really live there. This is so the elderly gentlemen will not be a witness to all of the 2009 daily and nightly noise, which from above.

EXCESSIVE NOISE MOST OF YEAR, TWO CONSECUTIVE TENANTS BOTH HAVE HAD INTERACTIONS WITH.

STRUCTURE ceiling is 2 feet from head when standing. Newer 1960s or 1970s built. Floor above primarily large flat boards.

Time Between 2/09 and 1/31/10

NOISE all day every minute, always aware of people above. Slamming sessions, generalized walking, thumping, and banging, sleep disturbances dependent knowledge of where and when, to the second, sleep takes place and occurs. Tenants always home. Vacate apartment very occasionally. Enter apartment they get up and begin noise. 2 occasions, returned early am (5 am). Male got up and made some light walking no disturbance, until sleep occurred, and repeated it until no attempts at sleep were sought.    

Since 02/09: There have been very violent disturbances that consisted of extreme noise, lasting hours. I have in writing documented this from the months of March, and April.

• Tenants above have pounded and slammed heavy objects over my position of sleep in past months.
• I identified this in writing and they changed to more generalized noise, got a dog, and basically fortified themselves with excuses, if I ever in future attempt to find mediator, or police help.  
• There is intimidation through the very real interaction, which is the presence of me in my apartment, and the intensive attention that is paid to disturbing me by the tenants above. The indication of this is that I would wake to repetitive creaking or bouncing on the floor boards in single areas, and then when I got up in an annoyed or agitated state, the individuals would run to the far back room and go to the squeaking bed, and be silent. This would be repeated several times, over mornings, as well as slamming of heavy objects once over the position of deep sleep, then walk to a chair and sit. 
• After sleep disturbances that startled me to standing position or full awake, individual(s) would either vacated the front room, or just stay in the front room, and make more generalized noise, talk, as if they were just spending time.
• I documented to paper the fact that

Noise:

• dropping of heavy to small objects
• slamming of heavy objects
• banging, aggressive moving of furniture 
• Creaking from chair, extended 
• extended periods of creaking in single areas
• Light to heavy pacing for long periods.

LETTER TO TENANTS JUST ONE OF MANY SENT is below. The tenants never replied in person or by writing, never acknowledged receiving them except once, stating they were never home at time the note referred to. The apartment would become empty after I would complete a letter for their mailbox (slipped in).

I live in the apartment below yours, and there seems a problem with the floor in your apartment, which is my ceiling.

Music, television, and talk are muffled if heard at all, and are rarely a problem, but last evening I was woken more than several times, because of heavy creaking for extended periods of time, between 3:30 am and a bit beyond 4:30 am.

For the last several months, excessive noise, heard here below you in my apartment, have at times, been all day and evening, thus creating an environment that is intolerable, for hours, and in months past, for days.  The disturbing noises are from extended activity, unavoidably heard from here, and become excessive.

I will tell you what the noise is, and you can take note.

Such noises include dropping of heavy to small objects, slamming of heavy objects, banging, extended periods of creaking in single areas; as well as light to heavy pacing for long periods. Sometime such noise has been over the position were I sleep or sit. 

At times there is no disturbing noise. Just keep in mind that the ceiling is low, and heavy footsteps and what I state above are heard below, as if I were living below a gymnasium.  Please concider people living below.

Concerning the tenants living above

The tenants seem always at home, and I am ever aware of their movements, and place in the apartment above. This is unavoidable. This is due to heavy walking, movement that is unusual for 2 people staying home. Activity that has been very disruptive, due to the extreme noise from the ceiling. Movement and noise has lasted for hours,

Concerning use of hall, other neighbors, and strangers.

Since living at _____________________, I have endured ongoing disturbances, behaviors that become repetitive, and are threatening or intimidating.

July of 2008, on return from store, after 10pm, a woman claiming to know me came up behind me as I approached the door insisting she was someone I knew before from a restaurant. She knew my name, but she did not look like who I was supposed to assume she was. She insisted on going to my apartment, she had an open container. I stated I was busy but remained polite through the entire exchange.     

Strangers waiting by the door, inside, looking at me as I approach the entrance, and after I retrieve mail from my mail box, the leave, and walk in the same path as I do, several yards ahead of me, and turn, just before the destination, which is the supermarket or convenient store.

Theft, vandalism, tampering with items: entrance to apartment when I am not home. 

Since the first week, it was made clear to me that my apartment would be at the disposal of unknown people, who would enter when not home, for tampering, vandalism, theft. Fear, intimidation, and indirect communications resulted in fear of more theft, staged break-in, framing of crimes, if I reported. (Can explain, have documented in writing on paper).

Most of 2008 

People across the hall, and workers, would behave in intimidating ways. This included always appearing in the hall, or entrance, depending on my planned activity. This happened after individuals were established as being bothersome to me. Knocking on my door, for a non-legitimate purpose. Always saying directed things in the morning as I lay awake. Coughing into my door. Clearing of throat when encountering me in the hall, or I leave and lock my apartment. (From closed door across the hall).

Pinpoint Accurate Electro-stimulation: Tissue / Muscle

INTRO: Environmental Sonic Intrusion (direct energy/EMF Weapons systems) to living space, in sync with movements. Neuro-muscular electro-stimulation by remote tech. Sonic intrusions and Electro-Stimulations (anywhere)endlessly causes awareness of human operators monitoring and instituting physical torture by way of US military infrastructure of satellite and over the horizon systems of delivery (1. Dr. Nick Begich). UK psychoanalyst Carole Smith states in her 2003 article concerned with the gross misuse of technologies able to remotely adversely affect humans “Part of the effort is to remind the victim that they are constantly under control or surveillance. Programmes vary, but common forms of reminders are electronic prods and nudges, body noises, twinges and cramps to all parts of the body” ( 3. Carole Smith).  

Environmental Sound Intrusions and EM bio-effects:

Beginning in January 2008, annoyances daily, includes acoustical intrusions into my home by electromagnetic projections or direct energy weapons technologies (7. Kucinich; 8. wiki definitions)  The method, evidently using EM field or ultrasound, produces sound sparks on surfaces so evidently being electronically derived. They are often high pitched ticks electronically measured accurately in time, mimicking the sound of the surface they hit, though without the reverberation that would happen if say a solid object such as a small pebble or stone hit the surface. Ceilings, floors, tile, metal, paper, all with a measured for particular affect, such as startle, protracted annoying ticking, commenting on movements, such as entrance to room, begin to sit, getting up, turn to pick something up picking up. Can go on for the entire time spend in home, until resort to the use of FM radio static to drown it out. Seriously cruel and intrusive, ridding every moment of peace, and rest. Very stressful, and can be used to harass in ways to cause anger and rage, with no one present to yell ”stop”.    

Annoyances to varying muscles and nerves, often endlessly, for example as I try to read a paper in a cafe, of lay down to rest, sets stage for torture and harassment 24/7.

The stimulation of muscle and tissue within and outside of extremities, chest, back and other parts of the body began in the middle of 2008. The sensations have been pinpoint accurate to reflexive tissues of the foot, calf, and side of legs. Sensations range the gamut from sharp inorganically derived pain mimicking a nail in the foot which bypasses outer tissue but intrudes deeply into the bottom of the heel to stimulation of very sensitive regions of inner and under the foot, lower legs, and calf muscle. These are some of the more sensitive regions of the human neuro-mucular system. These electro stimulations would otherwise not be a bother if it were voluntary and done within a clinical or therapeutic setting for health (4.). These remote electro-stimulations of my lower extremities have been done for more than a year, every hour of everyday, with varying degrees, the extreme of which extends for hours and debilitates, and makes private time in the home torturous and inactive, often unable to execute tasks. Varying degrees all extended throughout the day, from wake to sleep, with few respites, all under the arbitrary control of an unseen operator, who at will may affect moments of quiet time, social time, and productive time.

These sensations are implemented by a human operator, and are in real time, often depended on situation. Reading books or beginning something requiring concentration will cause the monitoring individual to immediately pulsate deep within cafe muscle, or produce electrically derived pricking of pin point nerves, endless on the outer tissue of lower legs. Twitches to established designated muscles for harassment in differing situations, in public, cramping of hands when typing more revealing information for blog, to endlessly reminding this writer that someone is watching, commenting on movements, daily activity in privacy of rented space. This is was a torment that for near 5 months without chronic noise from neighbors served to stress and wreck this individual in late 2008. It has been detected by this writer that such stimulation and noise intrusions have been used in conjunction with brain entrainment for rage ( find brain entrainment on this page (writer excerpts Dr. Begich’s Angels Don’t Play This HAARP: http://victoria.tc.ca/~d.piney/haarp.htm).

Since residing in the present location, people in all rented living space have been informed of the isolation, and harassment and torture being conducted. In both rented spaces of the past three years, offices of the property owners have been informed, and directed when needed, by the same source that has directed people in the past for drugging surreptitiously, and up to the present acts ongoing senseless ransacking of living space, and incremental despoiling, and tampering with everything, to the point that it is evident that 2 years ago, much time had been spent taking  inventory of everything in this writers possession, and noting even class notebooks, small papers with jots from years past, tickets and post cards, to the point that this writer can say that the attention given is intensely pathological. That requires much time spent in the rented living space by more than one person, going through all collected things. The fact that living space is enter and everything touch, for more than 3 years, is a horrible victimization. Such criminal scope is afforded to pathological criminals (psychopathic) who are able to have pinpoint accuracy of surveillance, and constant monitoring of this writer.

Medications to remedy to some extent the extreme states of anxiety and the affects from PTSD had been switched for over six months. (SEE:  Criminal Tampering with Medical Drug). It is no wonder that it took 2 years to get an appointment to a psychiatrist, though this writer was well aware of obstructions through contact with potential parishioners. 

Needless to say, the lies that certain people close to this writer (and who are in contact with the people doing this) state that this blogger is mentally ill. There is no business in the present location that has a worker or owner, in regular contact with this writer, who would say that this writer is a mentally ill person, or one suffering from psychological disorders. Most are well aware of the actions daily done to this writer, and most if not all have been exploited in silly to serious ways by the operation. The irony should be blatat to anyone.
